Can you exchange a Michigan driver's license for a French one?

Yes — you can exchange without a test.

Michigan is one of the 18 US states with an active reciprocity agreement with France. The agreement covers all licence categories. You can swap that part of your Michigan license for a French permis de conduire without taking the French driving test — as long as you apply in time.

Status contested: France's official list still includes Michigan. Note that the French Consulate in Chicago states there is no agreement in the other direction (French licence to a Michigan one). Confirm with ANTS before you rely on it.

The 1-year rule

You have 1 year from establishing residence in France. The clock starts when you establish residence (typically your visa validation date), not when you arrive. Miss the window and you lose the right to a straight exchange — you'd then have to pass the French test like everyone else. Start the Michigan exchange early.

How to exchange your Michigan license

  1. Apply online through the official ANTS portal within your first year of residence.
  2. Prepare your file: valid Michigan license, certified translation, proof of residence in France, proof of your date of entry, ID photos and the required form.
  3. Send your original Michigan license when asked — you exchange it, you don't keep both.
  4. Wait for processing (it can take several months) — you'll get a receipt that lets you keep driving meanwhile.

Conditions that disqualify an application

These come from the same official list and are the most common reasons an otherwise eligible file is refused.

  • Your US licence must still be valid on the day you apply. Expired licences are not exchanged.
  • You must hand in a physical licence. Digital or mobile driver's licences are not accepted for exchange.
  • The categories must have been obtained by passing both a theory and a practical exam, and must not be suspended in the issuing state.
  • You must meet the conditions on residence and normal residence in France.
  • If you hold a student residence permit, your US licence is recognised for the whole validity of your stay — and no exchange is possible during that period.
